Health Data Analyst for the State of Indiana

Location: Indianapolis, IN

Duration: 12+ Months

Dept: IDOH

  • The Public Health Data Analyst position, within the Epidemiology Resource Center (ERC), wrangles validates, cleans, and analyzes a variety of agency data sources in order to garner public health insight.
  • Working independently, with some guidance from senior staff, the incumbent conducts general data analysis, contributes to complex data analysis, completes data quality checks, builds visualization and reports, presents key findings, and supports the implementation of process improvements around the agency.
  • The incumbent also supports activities related to IDOH's data transformation, as needed.
  • This role serves a subject matter expert for public health analytics, especially related to the use of assigned data sources.
  • The Data Analyst is expected to quickly attain working knowledge of other agency data sources and analytical techniques, as needed, to support assigned projects. The incumbent is also responsible for reviewing and editing data products produced by other team members. The Public Health Data Analyst works independently to lead projects and complete tasks, with some oversight from senior staff.
  • As a project lead, the incumbent reviews the work of associate analysts, and guides exploratory data analysis, descriptive statistics, dataset curation, reporting and dashboarding, geospatial analysis, time-series analysis, and more.
  • In addition, this role provides support to projects involving query optimization, automation of reports and workflows, algorithm development, data mining, and more, under direction from senior staff.

Essential Duties/Responsibilities:

  • Serves as project lead/subject matter expert for specific data sources, as assigned
  • Reviews and provides feedback on the work products of associate analysts, with support from senior analyst
  • Responsible for transferring raw data to the appropriate location for use in data analysis projects
  • Wrangles, cleans, and validates agency data sources with minimal guidance
  • Conducts general analysis of agency datasets; serves as project lead, as assigned.
  • Contributes to complex analysis of agency datasets, as requested
  • Conducts data quality checks to ensure the validity and cleanliness of agency datasets prior to their use in analysis and reporting
  • Oversee and review projects completed by associate analysts, as requested by senior analyst
  • Interprets data and from multiple sources using a variety of analytical techniques, ranging from simple data aggregation, to data mining, to more complex statistical methodologies
  • Collaborate with internal and external partners to develop novel ways of using and reporting out surveillance data on health outcomes.
  • Provide technical assistance to IDOH program areas for the creation of reports and grant deliverables
  • Develops effective reports to communicate findings with target audience(s)
  • Develops compelling data visualizations to communicate findings, including Tableau dashboards
  • Presents key findings and summaries of results to internal and external stakeholders
  • Adheres to HIPAA and other state statutes concerned with protecting data confidentiality and individual privacy
  • Supports IDOH Data Transformation Office activities, as requested
